Anyone thinking of adopting or buying an exotic animal must become aware of the commitment they are making. You must know what you are getting into. You have to know how to take care of it, you must develop the right facilities for confining the animal and you must know who you are buying it from in order to avoid black market dealers.
People must be required to understand the exotic species they want to own, demonstrate that they can care for the animals properly and then earn an ownership permit. It doesn't prevent people with a serious interest from owning exotic animals, but it might discourage the rest.
